Fifteen tier 2 and 3 managers were interviewed from a range of agencies and sectors including a mix of male and female, Mori, and Pacific and Asian peoples. Another said training for all managers should include a component of diversity training. As in the literature review, people were ambivalent about special treatment for disadvantaged groups.
